What steps will reproduce the problem?
1. Define field with label
2. Label appears regardless of whether party has access to field.  Inline 
fields in a paragraph will show label on review or display.

What is the expected output? What do you see instead?
On Edit to show label is valid.  On review, or if field is used as display for 
other parties, then the label should be hidden.

Can we confirm what this request is about?

Would this suffice for a solution?

In the Field Template, Label area, allow a checkbox that says "show label on 
input only".  If checked, then the label will appear in any EDIT mode, but will 
otherwise not be shown?

Added the ability to check a box on the label definition to say it should be 
suppressed when in non-input mode. In release 12.3.*.
