Does not send email notification when using "name" <name@email.com> #11

What steps will reproduce the problem?
1. Send to party with email like "jon doe" <jon@test.com>
2. No email received

What is the expected output? What do you see instead?
Email notification should be delivered.

Please use labels and text to provide additional information.

Fixed in 0.9.9.

Note that while the full email address is allowed, the transaction party itself 
only uses the email address portion for sending out the actual email 
notification as the "name" portion has no meaning for actual email 
routing...only the email address itself is significant for actually sending the 
email.
