New "add new fields to party" select on document editor not updated when parties changed from party list #24

What steps will reproduce the problem?
1. Go to the document page builder and note the list of parties in the "Assign 
new fields so party can update" drop down.
2. Go the party list on the right side and add parties, rename, etc.
3. Note that the list in step 1 is not updated.

What is the expected output? What do you see instead?
The party lists need to be kept in sync.

Fixed in 1.2.1.

We rebuild the list on changes to the party list.
