Package configuration uses modal dialogs for parties and docs #3

What steps will reproduce the problem?
1. Select any Test Package that can be edited.
2. Click on a Document in the document list, or a Party in the party list.
3. The configuration window that appears is modal.

Would like to have the windows not be modal for easier comparing of two or more 
parties so they can all be open at the same time.

Fixed in 0.9.4. We no longer use modal windows for the package configuration.
