This could be someone's layout debugging which has accidentally made it into production - the timeline component has had 2 extra layers of wrapping added to it, one of which has the black border styling:
The black borders have now been fixed by Twitter, but the timeline markup change is still there - waiting for a bit longer (i.e. 💤 - it's 5am where I am) to see if that also gets reverted before we release a fix.
v3.8.0 was uploaded to browser extensions stores for review just before this Twitter change happened, so we'll have to wait for Chrome Web Store to finish that review before we can deploy a fix for the most-used version.

Twitter seems to have just pushed a bad build (black borders where there shouldn't be), but it's also done something to the structure of timelines which has broken Control Panel for Twitter's current detection of them - keeping an eye on this in case it isn't just a broken build and we need to fix timeline detection
