Migrate to the new Google API gems #658

Background

This project currently uses the monolithic google-api-client gem, which is 59 megs when installed. This gem ships with a massive amount of stuff we don't use or want to install on every workstation. Thankfully Google split the gem out, similar to the aws-sdk gems, and will only be supporting those new gems going forward.

Work to Do

Google has produced a list of all the new gems here: https://github.com/googleapis/google-cloud-ruby

They will only be supporting these new gems going forward and we want to make sure we complete the migration to the new gems as soon as possible. We'll need to complete these steps:

The correct link for the gems that were actually split out from the old google-api-client monolith is: https://github.com/googleapis/google-api-ruby-client/tree/main/generated

We (the Google Ruby team) recommend that you identify which client gems you need from there, and depend on those explicitly rather than depending on google-api-client. The individual gems should be drop-in replacements for their classes in the monolith.

(https://github.com/googleapis/google-cloud-ruby is a separate project developing a set of next-generation client libraries. It is a much more robust system, and under active development (whereas the clients from the old google-api-client system are in maintenance mode). However, the interfaces are significantly different, and some APIs are not yet available in the next-generation clients.)
