Description

Remove downloading of the vendor.tar.gz vendor cache(s)

Verify pipeline is breaking due to broken vendor.tar.gz file https://buildkite.com/chef-oss/inspec-train-main-verify/builds/1083#018ed111-8e97-4fef-ad02-46520ddd8aa2/182-186

Turning off the vendor caching is solving the problem for now.
