[Feature] - increase yarn version used in build.gradle of the configuration server #1540

Is your feature request related to a problem? Please describe. The configuration server ui uses yarn v1.16.0 (see build.gradle in the inspectit-ocelot-configurationserver component), which has conflicts if the yarn.lock file was generated by v.1.2x.

Describe the solution you'd like Increase the yarn version and test it thoroughly.

Shouldn't that already be the case since commit https://github.com/inspectIT/inspectit-ocelot/commit/6b9c5d17751086be88b483e99fd0699135f6bee3?
