project overhaul #14

Changing a few things to make this project nicer to maintain

move to poetry for package management
fix pre-commit hooks, and add some more
use commitizen for auto-versioning and changelog
add an actual pytest test-case for running the test notebook (still not comprehensive, but at least it's something)

This also includes an update to the docstring handling, as black updated theirs upstream.
