Update to restrictmsg_duration: add target conf and class exemption. #178

Add configuration option 'target' to allow restricting messages to just users, channels, or both.
Add ability to exempt a connect class entirely.

Current (expected) behavior for anyone updating will be the same, target will default to both when not in the config and connect classes are not exempted by default. Takes care of the request in the original PR - #163.
