The Resource title of the layer, used for human communication, for exmple presentation of the layer in a menu. It is mapped with ows:Title. The harmonised title of a layer for an INSPIRE spatial data theme is defined by [Directive 2007/2/EC] and shall be subject to multilingualism (translations shall appear in each mono-lingual capabilities localized documents).

A non-empty title must exist but it's contents are not validated due to difficulty in checking the translated content.
