It is mandatory to use geographical coordinate system based on ETRS89 in continental Europe and ITRS outside continental Europe.

This is very difficult to validate, as any coordinate system based on ETRS89 or ITRS should be allowed. Note that the Implementation Recommendation 21 recommends that all INSPIRE layers use the predefined InspireCRS84Quad MatrixSet, but it's only a recommendation.
