In purpose: users' -> users Will validation of the correctness of the translated title be included (see note)?

Proposed Change

Evaluate and update test method. Clarify whether the translations need to be tested, and whether the correct harmonised layer names (which are codes) and the translated labels to be used are in the inspire registry: http://inspire.ec.europa.eu/layer

Merge ATS for WMS and WMTS subelements that have identical requirements into single ATS, indicating to implementors that they can reuse ATS and ETS.
