Common request parameters for the View Service operations:

SERVICE The SERVICE parameter is the service type identifier. The value shall be “WMTS”.
REQUEST The mandatory REQUEST parameter indicates which service operation is being invoked. The value shall be the name of one of the operations offered by the Web Map Tile Service.
LANGUAGE See Section 0 Language Requirements (INSPIRE extension)

The SERVICE and REQUEST support id covered by OGC WMTS ATS.

For LANGUAGE, the reference to "Section 0" is unclear. Test that each value declared in the INSPIRE extended capabilities as supported can be given as values for the LANGUAGE parameter for GetCapabilities request, and that the returned document is declared to be in that language (ResponseLanguage element).

Note that there is no explicit requirement for including the INSPIRE extended capabilities at all, see #21
