Proposed Resolution

Remove test case. Conformance testing will be based on the TG QoS is not included in the TG

Did I really miss this one before as well? Also, performance testing is best conducted "near" the service, not across the internet. See #59

I have some doubts about your last remark as in order to ensure good interoperability, organisations are bound to have good broadband connections. You might provide the fastest service on earth but behind a slow connection it is useless. It is better to measure performance from well connected nodes, like those offered by big cloud providers.

The current Conformance Class for QoS is more a WFS CC and not a cross cutting one that can also be used for e.g. Discovery Service.

Therefore the proposed resolution would be to delete all QoS related test cases from this version of the ATS.
