The text should be more specific:

• A.1.4 references requirement 24, which is generic to the GetCapabilities request / response and the GetRecords request/response.
• A.3.11 references requirement 31, and is therefore specific to the GetRecords request/response.
• A.2.9 references requirement 27, and is therefore specific to the GetCapabilities response.

The whole area would be better re-written in the TG (at least in terms of atomic requirements) and hence the ATS, to indicate that there should be consistent behaviour across the two operations.

In the meantime, I don't think any of them is a pre-requisite of the other. Proposed resolution: reject this comment, but clarify in each of the test specifically which operation is applies to.
