This test (and requirement) does not belong to the ATS and the TG. It is a requirement on a different subject (some external resource), not the discovery service. Remove test from ATS. There is nothing that can be tested against the discovery service via the CSW API (or if it is clarify what the requirement is that should be tested).

Agree with proposed change: this is a requirement on the system requesting that it be harvested.

Alternative would be for the test system to provide a valid test record to be harvested (& then deleted), and then provide an invalid record, which should be rejected rather than harvested. But see below, this test should actually be a subset of A.1.1

Additional: I believe the TG is wrong, the resource should be identified with the namespace identifier of the schema to which the resource conforms (http://www.isotc211.org/schemas/2005/gmd/) not the URL at which the XSDs may be found. (The other possible reading is that INSPIRE is insisting on a different namespace, e.g. a profile, which would have to be defined). This half of the requirement then becomes redundant, as is a requirement of CSW ISO AP (OGC 07-045), which is covered by Implementation Requirement 1. The RESOURCEFORMAT part of the requirement could remain (it specifies the default value given in CSW ISO AP). Correct the TG, perhaps by removing this requirement, if not by fixing it to give the correct URI.
