Proposed resolution: delete this test case. Reasoning: it is conditional; the condition is that the system under test ("Member State's Discovery Service") has decided to take the "discovery client approach" to provision of the "Link Discovery Service operation". The way to test that this is the case is to search the system for records about other ("Third Party") discovery services - that is also the way you could test this requirement.

Meaning that the possible test would be to perform a GetRecords (Discover Metadata) operation specifying a ServiceType of "CSW". If no records are returned (including if ServiceType is not a supported queryable) then this test case is not applicable; if any records are returned, then this test passes.
