Write ATS for TG requirement 15 #15

"Each feed ""entry"" in a ""Download Service Feed"" shall contain a single link to a ""Dataset Feed"". This link shall have a ""rel"" attribute with a value of ""alternate"" and a ""type"" attribute with a value ""application/atom+xml"""

The ATS now does not require to reoslve the link to the Dataset Feed, because this is done in later tests. But one can argue that you need to resolve the link here. For discussion: should this test already resolve the link or not?

I think that each ATC (we are talking about an ATC here not ATS) must specify all the assertions that are needed. Optimization like how many times you a test a link when you run all ATCs in sequence must be left to the actual implementation. If we do not do this, we will end up with an extremely fragile set of interdependent ATCs. If at some point an ATC is modified removing a validation that another ATC relies upon, the ATS is broken.
