Implementation requirement 1 is too general to be tested.

Proposed Change

As it is intended for scoping the technical guidance, it may be better to remove this as an explicit requirement from the document.

It might be worth removing the word minimal from the phrase minimal mandatory as it adds no meaning.

Agreed, it is tested through the/a combination of other tests

Agreed it should probably be removed, as should IR 74 which is almost identical but for the WMTS profile

An INSPIRE View Service is an abstract definition contained in the Network Service Regulation. The regulation was indeed inspired by the OGC WMS 1.3.0 specification mainly because it has become also an ISO standard (i.e. ISO 19128). The VS TGs presents in detail other two alternative ways to be compliant: WMS 1.1.1 and WMTS 1.0.0. I agree, that the phrasing is not clear.
