Write ATS for TG requirement 34 #34

Text describing the layer. Subject to multilingualism. It shall be mapped with the wms:Abstract element.

Test method: Check if the default element namespace is 'http://www.opengis.net/wms'. Then check if there is an Abstract [1] node in each Layer [2] section.
