DESYSpider: publisher comments in 599 #3493

Information from the publisher used for selection are written to 599.

599 is not part of the INSPIRE data-model and no INSPIRE record should have that field. It would go _extra_data.

E.g. from iop info about the conference (it's the only way to identify the conference) or stuff like "This paper includes data gathered with the 6.5 m Magellan Telescopes located at Las Campanas Observatory, Chile."

Q: how to use that information?

E.g. https://www.spiedigitallibrary.org/conference-proceedings-of-spie/10708.toc In the metadata we have the session titles. It makes selection much easier.
