[superadmin] support for schema and rules

This PR:

• Adds schema push and pull endpoints to superadmin
• Adds perms push and pull endpoints to superadmin
• Adds an example page, '/intern/platform_demo', to show an E2E flow
• Fixes up a few bugs
• Adds a 'useLocalStorage' hook -- could be useful
