Remove EsCodePageUtilitiesApp prereq from TonelFileSystem #117

In VAST 2022 the EsCodePageUtilitiesApp is empty as everything was moved to Kernel subapp CodePageSupport. In VAST 2023, EsCodePageUtilitiesApp is removed. Therefore, we need to remove it as a prereq of TonelFileSystem.
