Allow to trigger the download NIH report #1917

In the Sample Report detail:

  1. Add a button to download the NIH files
  2. The button should open a warning modal saying "After downloading these files, you will need to fill specific columns. Make sure you read the instructions to be aware of these considerations, in the file Instructions.txt.".
