Pill on steps can’t be replaced

Steps: drag a pill to create an "if", drag another pill on top of the left part of the if

Result: nothing

Expected: pill gets replaced

this was happening before svg-editor branch there is no support for this

yet they can be dropped for example in the table field and overwrite/replace previous pill
