Technical debt: Let's Encrypt, Github Actions, Selenium tests

This PR fixes multiple things together because they are all intermixed:

• Tests now pass again
• We migrate to Github Actions so we have a CI in which to run the tests
• We fix Let's Encrypt issues so we can build the Docker images
