Rename Panel survey #1909

Provide the ability to edit the Panel Survey name

@manumoreira is this about the ability to rename a Panel Survey, or about using other name for the concept of panel surveys?

TBH I don't remember, but AFAIR Panel surveys are a bit restrictive in terms of name edition. The waves are automatically named with the date in which they are launched and the panel survey name cannot be edited. It looks safe to assume that this issue was about the ability of editing the panel survey name
