We need a new unified metric: "total number of unique phone numbers by country code" with the same on both application and without project_id / application_id so we get a overall coverage per country code.
Previously we thought of migrating existing metrics but the project_id/application_id does not allow getting the actual count. So a new metric is needed. See #121.
