install Glotpress + cron job to keep translations up-to-date #281

In order to track efficiently the strings in our source code and monitor "untranslated" strings I suggest we install Glotpress on the staging machine and then by using a combination of cron and the importer below we would be able to update from sources every X number of minutes,
