Create InstructLab Slack moderators guide #159

Thanks to @cybette, instruct-lab.slack.com instance has new features to aid moderation and a number of folks have workspace admin privileges to be able to delete offensive content and ban users who violate the community code of conduct. Need to transfer this document out of Google docs and into GitHub community repo.
