add content license for repo documentation CC-BY-4.0 #208

While I was pretty sure that we'd listed this out somewhere, I don't see any mention that content produced by the InstructLab project is to be licensed CC-BY-4.0

This needs to be updated somewhere, presumably the Project Level FAQ is the right place.

This will also need to be the listed content license for the project website, which is still under construction.
