This is no longer necessary to clone the `instructlab/instructlab`
repo.

Add new ilab serve base image

Add an image that includes `ilab` but without any GPU support.

This build on my mac (linux/arm64) while the normal worker/Containerfile won't build on mac right now. This base is all I really wanted at the moment.
