docs: Add document description github automation for taxonomy

This document aims to capture the interactions between automation
components and GitHub for the taxonomy repository. The capabilities
aim to assist contributors and reviewers with evaluating the impact of
the contribution and for tracking the end results if it is accepted
into the model.
