Consolidate test sample documents into one subdir #356

This gets rid of the extra testdata directory for functional tests and collapses those into a single one, using the existing sample_documents subdir of the unit tests.

This addresses some review comments from @khaledsulayman on #349 that I wasn't able to get in before that one auto-merged. Not urgent, and just some cleanup of folder structures for the new functional test sample docs.
