Prepare release-v0.3 branch for backports #371

This pins the ilab CLI to an appropriate version for e2e testing and backports some necessary changes to the e2e scripts to get the release-v0.3 CI usable again.

@nathan-weinberg I don't think we'll be able to get a green CI signal from this PR itself (as it has to merge to fix the workflow?), but I believe this encompasses the changes required to get our release-v0.3 branch a working CI again. This pulls in the e2e-custom changes as well as using an appropriate ilab CLI version in our e2e tests instead of installing the latest main from the CLI repo.

All good with me @bbrowning - if the @instructlab/sdg-maintainers team is confident in the change I def won't block on this! CI saw a lot of changes since this release branch so hopefully won't be a problem in the future
