Bumped ruby-debug-ide version to .3 #2084

Following the Quick Start guide, I got "Could not find ruby-debug-ide-0.7.2 in any of the sources". I had to bump the version to .3 for the project to finish running setup scripts.

I had a same error. I solved by updating ruby ​​version to 3.0.4. However, it has not been confirmed whether other operations work normally with this version upgrade.

Ha well I'd hope that bumping the IDE debugger has a lot less potential impact than bumping all of ruby, but interesting that both fix it
