i18n transliteration error in apache #2088

Summary:

Cannot run apache properly

Expected behavior:

Can run apache and show the page

Actual behavior:

Error message from error.log

Could not spawn process for application /var/canvas: The application encountered the following error: Transliteration rule must be a proc or a hash. (I18n::ArgumentError)
