LTI deep linking: assignment course menu #2204

According to the manual of Turnitin LTIDeepLinkingRequest option should became available for Course Assignments Menu https://help.turnitin.com/feedback-studio/canvas/lti13/administrator/getting-started/configuring-turnitin-self-hosted.htm

But actually it does not.

Tested on Ubuntu Server 20.04 Ruby 2.7.5 Ubuntu Server 22.04 Ruby 3.1 Open Canvas LMS - origin/stable/2023-04-26

We activated all Features option globally for all accounts and did everything according to manual.
