CLA not linked in CONTRIBUTING.md #2259

As a free software developer, I want to read any applicable licenses or CLAs before devoting time to working on a piece of software.

While CONTRIBUTING.md describes the CLA, it does not link to the text of the document, nor can it be found on the wiki or in the root of the repository.

I was able to find it through a web search at https://raw.githubusercontent.com/wiki/instructure/canvas-lms/ica.pdf, but it would be better to not require an external search for the agreement.
