test plan:

Make some changes and do a git commit.

You should see your current character count
You should not be able to write or commit more than 150 characters (prefixes included)
If no packages are selected it should not display any package, e.g. refactor: some message
If more than 3 packages are selected display 'many', e.g. refactor(many): some message
