fix(ui-options): add prop to move role to the outer tag

INSTUI-3953 fixes: #1395

test plan:

• inspect the following code in the browser:

  <Options>
  <Options.Item onClick={() => console.log('clicked!')} role="button">
    Example option
  </Options.Item>
  </Options>

• the innermost span should have a role="button" and its parent tag should have a role="none"
• add the useOuterRole prop to the example
• the innermost span should not have a role and its parent tag should have arole="button"`
• check documentation of the prop
