fix(ui-top-nav-bar): fix topnavbar item width changing #1558

Closes: INSTUI-4085

Test plan: Use the big example in the TopNavBar section of the docs app. Check if the TopNavBar.Item (all of the titles are TopNavBar.Item in the nav bar) container width remains unchanged and does not move left or right, when clicked.
