Closes PLAT-2387

Test Plan:

Make a code change that would result in a Rubocop offense (i.e. double quotes on a string with no interpolation)
Run bundle exec rake rubocop and verify the offense is caught by running the Rake task
Verify the Travis build fails if Rubocop offenses are present
