Update the network external ingress track to published #34

This change updates the network external ingress track has both:

Public ✅
Published ✅

This will only be merged into main once the previous pull request (#33) has also be merged.

Can you try to run the Github workflow to see if the template is available and working as intended in prod? Then let's merge this 🚀

The workflow failed to deploy the template due to the template having the wrong owner. This was updated in a pull request (#35) and merged in to master to ensure the GitHub workflow passes. We now have a green workflow (Link) and will go ahead and test in prod to ensure this works as expected.

[x] Works on prod.

Just tested this on prod and this working as intended ✅.
