Allow user to disable the Autocomplete PL/SQL editor #19

I know this has been resolved long ago, but in a way it's a hidden feature. People have to know to click the "A" button to disable it. I haven't gotten any feedback, but people can be lazy with feedback. I wonder if I should make it more clear.

Ah! I see. I agree, not much more to do here., except maybe mention it on the extension description. Like:

Oracle APEX Autocomplete PL/SQL editor (Turn on/off with "A.." button)
