Release v2023.7.?? #620

Intake-ESM was updated to pydantic v2 in #619 so we should probably do a release. This should be done at the same time as a new ecgtools release, since Intake-ESM and ecgtools depend on one another and both have unreleased changes to support pydantic v2.
