Generate operative ID for files

• This will come later after we get the tabular format for the Audiences (@CesarITD )

Review current status of placement platform.

• Shown in report Facebook_Ads_Analyzer.

Notification URL tags (include ALL, whether they are running or not)

• Modified ads_no_tags_7d view to tell PID and verdicts per tag.
• 3000's notification ready to roll out

Notify 3000 automatic No ad ID

• View is operating as expected (leads_invalid_ad_id_3000)
• Put all flows in place CC @fedegarza
