This pull request introduces a working SBOL compliant URI extension.

Please test the SbolIdentity extension to confirm that it works as expected, if there are no objections I will merge.

@lgrozinger I made some small changes that you can read in the commit notes to make complaint URI's I also handled the conflict (it was not that bad i made loads of tiny changes directly to the master thats why it looked so bad) Could you check it out quickly and if you're happy Ill merge the pull request.
