A feature that allows a user to transfer there shortbol design between different layers of abstraction.
Like much of the previous tooling, this would be done by making modifications
I believe this system would be intertwined with the SBOL2ShortBOL tool where we would need a method for each level of abstraction.
I think there could be some sort of chaining that could be used.
Like convert from layer 1 to 3 would convert 1 -> 2 -> 3
